This is an open, citable reference to woody biomass Japan projects and all other small-scale biomass at 2 MW and below, drawn from METI’s monthly FIT certification disclosure; this snapshot is 2026-07. A plant is shown as operating once it files an operation-start report, and as certified-but-not-operating when it holds FIT certification without one. Projects certified four or more years ago with no reported operation start are shown as stalled — many will never be built without a new developer.
